Setting up the policy and institutional framework to reverse environmental degradation and adapt to climate change: formulating the National Climate Change Policy and Strategy; developing a National Sustainable Energy Strategy including an action agenda; building the legal, regulatory and institutional frameworks to implement them; and preparing implementation strategies and action plans for adaptation and mitigation — with costing and proposed financing mechanisms. Sustainable energy work covered grid electricity, off-grid systems and biomass energy for cooking and heating, with biogas promotion a named strategy. Delivered working alongside designated counterparts to maximise skills transfer.
