Three phases. Diagnostic: overview of the energy sector and sub-sectors, focused on electricity generation, transmission, distribution, the Kigali ring network rehabilitation and expansion, access, efficiency, sector governance and institutional reform. Identification: agreed interventions under the 11th EDF, with justification of the most suitable sub-sectors and of financing modalities (sector budget support, project approach or a mix). Formulation: detailing the chosen option.
