Defining the measures and instruments to facilitate investment in renewable and sustainable energy — generation, cogeneration, mini-grids, solar home systems, clean cooking, biogas — and the legal and institutional arrangements to expedite renewables, rural electrification and energy efficiency; defining a capacity building programme for public and private project development; producing an indicative list of studies and surveys to finance, including modalities for identifying and developing demonstration projects proving viable business models; and analysing implementation options with budget and planning.
