Validating 30 sites pre-selected from the National Electrification Plan; analysing PPP operational models enabling private investment; field surveys for socio-economic, energy demand and resource data; technical and financial feasibility studies for all 30 sites to national and international standards; a comprehensive roll-out plan; socio-economic cost-benefit analysis to support public finance allocation; environmental and social impact assessments against national standards and AfDB integrated safeguards; and design of a competitive tendering scheme with full documentation, operational contracts, technical requirements and evaluation criteria.
