A market assessment of demand, supply and market dynamics for clean cooking across two southern districts, followed by the design of a pilot programme.
The assessment covered household cooking practices, energy consumption, affordability and willingness to adopt cleaner technologies; mapped stakeholders across the value chain from public institutions to community organisations; and tested the technical, financial and institutional viability of clean cooking technologies, business models and financing mechanisms. Method: desk review of the Biomass Energy Strategy, the clean cooking results-based financing programme, SE4ALL and Vision 2050; 15–20 key informant interviews; four focus group discussions with vulnerable groups; and more than 100 household surveys disaggregated by gender, income and location. Supply chains, pricing and after-sales service were assessed for improved cookstoves, LPG, electric pressure cookers, briquettes and pellets, and financing options reviewed across pay-as-you-go, microfinance, subsidy, results-based and carbon finance routes with specific attention to ultra-poor households.
The resulting pilot design covers 150 households in Nyaruguru, combining multiple technologies, financing models, behaviour change communication and income-generating activities in stove production, fuel retailing and repair.
Key achievements
- Developed a context-specific, scalable clean cooking pilot model aligned with Rwanda’s Vision 2050 and NST1 objectives. Strengthened stakeholder engagement for pilot implementation. Provided evidence-based recommendations for future clean cooking programs in rural Rwanda. 13
