Mission 300 is the World Bank and African Development Bank initiative to connect 300 million Africans to electricity by 2030. AESG led the work that turned Lesotho's participation into an operating programme.
The assignment consolidated the country's entire energy landscape into a single reference point — policies, programmes, projects, infrastructure, institutional arrangements and performance indicators — then built matrices capturing every identified task against 2025 baselines, the implementation status at completion, and the actions required to hit 2030 targets. Each task carries a responsible entity, an estimated budget and a funding source. Work was structured around the compact's five pillars: infrastructure rehabilitation and development aligned to the least-cost development plan; regional integration and cross-border power trade; last-mile access through grid extension, mini-grids and rooftop solar, including productive use; private sector engagement across every segment; and a financially viable utility with a performance improvement plan. AESG also established and operationalised the Compact Delivery and Monitoring Unit, and contributed to the design of the Ascent programme so it aligned with pillar three and the National Electrification Strategy.
Key achievements
- The National Energy Compact is in operation targeting universal access by 2030
- Clean Cooking and space heating initiatives are all in gear aiming to reach 75% access by 2030
- The CDMU is operating through monitoring all the sector activities and reporting accordingly to ensure early mitigation where necessary. 12
