Coordinated by UNECA, this assignment assessed Rwanda's industrial readiness for nuclear infrastructure development and the value chains around it. It built on RAEB's initial industry assessments and widened the analysis to technical, institutional and economic readiness across key sectors, examining whether Rwandan industry can support nuclear infrastructure through local manufacturing, engineering services, construction and supporting industries — and how those industries could integrate into global nuclear supply chains through international standards, certification and quality assurance.
The work analysed backward and forward value chain linkages, identified strategic entry points for local industry, and explored the policy instruments, incentives and institutional reforms needed to build domestic capability. Six workstreams: industrial readiness assessment; value chain analysis and localisation mapping, including a database of local suppliers and technical service providers; capacity gap and skills assessment; policy and institutional analysis covering procurement, accreditation and regulation; structured stakeholder consultation with government, regulators and private sector; and an Industrial Localisation Roadmap with evidence-based recommendations.
What the work involved
- Assessment of national industrial readiness: a detailed evaluation of Rwanda's industrial base relevant to nuclear infrastructure development, covering technical capabilities, production capacity and compliance with international nuclear-grade standards, alongside quality assurance systems and certification readiness
- Value chain analysis and localisation mapping: backward and forward linkages identified, local industries capable of participating in nuclear construction, manufacturing and services mapped, and a database of local suppliers and technical service providers compiled
- Capacity gap identification and skills assessment: gaps in technical skills, industrial capability and certification systems identified, with targeted training priorities and the requirements for technology transfer and industrial upgrading
- Policy and institutional analysis: national industrial policies and strategies reviewed together with procurement frameworks, accreditation systems and regulatory structures, and enhancements proposed to widen local industry participation
- Stakeholder engagement: structured consultation with government institutions, private sector actors, regulators and industry to validate findings and assess readiness
- An Industrial Localisation Roadmap for nuclear infrastructure development, with evidence-based recommendations aligned to international practice and to national industrialisation objectives
