Independent verification for a €20 million AFD–BRD credit facility financing eligible green projects in Rwanda. AESG screens and verifies that projects benefiting from the Project Preparation Facility meet the criteria defined in the Credit Facility Agreement and that expected impacts are on track, documenting BRD's allocation requests to AFD, and reporting on use of funds.
What the work involved
- Initial review of project documentation prepared under PPF support to confirm completeness, consistency, and readiness for detailed verification
- In-depth analysis of project eligibility, technical design, financial structuring, and expected development impacts
- Verification of alignment with CFA requirements, including eligibility criteria, exclusion lists, and financial conditions
- Compilation and validation of verified documentation for BRD to submit Allocation Requests to AFD
- Ensured that only verified and compliant projects were presented for AFD approval, enabling proper allocation of funds under the Credit Line. Reporting on Use of Funds
- Monitoring and verification of the use of funds disbursed to eligible projects, ensuring traceability
