Dr. Emmanuel Thomas Gatabazi is a distinguished Finance and Banking professional with extensive experience in public financial management and banking. He previously served as the Executive in charge of Rwanda’s Public Financial Management (PFM) reforms and the PFM Trust Fund, which was supported by contributions from the World Bank, the European Union, and DFID. Dr. Gatabazi later oversaw the PFM basket fund established by the PFM Donor Group. His responsibilities included coordinating PFM reforms nationwide, fundraising, and managing the activities under the PFM trust fund. Over his 24-year career, he has held various positions, including Director of Finance, Accountant General supervising Public Accounts and National Treasury, Vice-Rector in charge of Administration and Finance, and Senior Bank Official.

Dr. Gatabazi holds a PhD from the University of Fort Hare, where his research focused on the challenges SMEs face in securing adequate bank financing. He also has an MBA specializing in Finance from PSG College of Technology. His further education includes Financial Programming and Policies from the IMF Institute in Washington DC, an Advanced Corporate Governance course from London Business Training & Consulting, and the Financial Modelling Professional course from the New York Institute of Finance.

Dr. Gatabazi has held several significant roles within the Government of Rwanda, including Chairman of the National PFM Reform Steering Committee. In this capacity, he coordinated all PFM reforms across the country, raised funds, managed the PFM trust fund activities, and prepared and maintained the PFM reforms Action Plan. As Accountant General for MINECOFIN, he managed and supervised the accounting services of various ministries, departments, and agencies.
