Providing an overview of the Energy sector situation in Eritrea and its sub-sectors (electricity and other sources). This reflected the aspects of generation, transmission, distribution, energy access, efficiency, sector governance and institutional reforms under the SE4ALL initiative. On the basis of the analytical work carried out under Diagnostic, Identification phase was conducted following several axes of intervention in Energy under the 11th EDF. This includes an identification and justification of the most suitable energy projects that respond to Eritrea’s energy needs as well as respecting EU Commission financing principles as well as identification and justification of financing modalities.

Providing an overview of the situation of the Energy sector and its sub-sectors, in particular electricity.
Aspects of generation, transmission, distribution, access, efficiency, sector governance and institutional reforms were the key elements to focus on. Identification: On the basis of the analytical work carried out under Diagnostic, Identification phase followed and came up with several agreed upon interventions in Energy sector under the 11th EDF. This included identification and justification of the most suitable sub-sectors, as well as identification and justification of financing modalities i.e. sector budget support, project approach, and a mix of both. Formulation: This phase consists of detailing and developing the option(s) previously chosen for the EU intervention in the Energy sector of Rwanda under the 11th EDF. The whole 5 year project package totals up to Euro 200 Million.

Partnership Dialogue Facility on Africa Regional energy related matters focusing more on Renewables.
Analysis of energy policy, challenges and opportunities, electrification policy, electricity generation project, grid connections opportunities. Formulation of recommendations related to the formulation of plans/programs in order to reform the energy sector to modern and sustainable energy services and energy security. This was more to do with linkages between the Ministers of Energy within the African Union Commission and those from the EU commission. Delivered the final report "Renewable Energy targets by 2015 as well as energy efficiency levels for Africa".
