Dr Butare, an engineer by profession and former Minister of State for Energy and Water in the Republic of Rwanda, has more than twenty years of energy, technology, and renewable energy experience in Africa. Skilled in high level public sector policy and project development and implementation, engineering, social, and economic development. Education background includes a PhD in energy policy and implementation instruments, Masters and Bachelors of Science in Engineering, in energy and Industrial engineering respectively. Fluent in English, Kinyarwanda, Kiswahili and proficiency in German and French.



i. Won the U.K.-based Ashden Foundation’s International Award for Renewable Energies based on the design and production of an energy-saving baking stove – first of its kind in Africa

ii. Successfully engineered the process of developing the first ever under water methane to Electricity pilot project in Rwanda.

iii. Received two awards for putting in place the best national ICT Policy Framework in Africa from the South African based Indaba and the Kemilinks International based in the UK

iv. Participated in the establishment of one of the lead Technical Universities in Rwanda (The Kigali Institute of Science and Technology)

v. Electricity access to Rwanda increased more than 100% (from 4% to 9%) during his tenure as a Minister responsible for energy.

vi. Put in place the regional lead national green growth path focusing on renewable energies in Rwanda.

vii. Developed and successfully implemented the Biomass energy policy staging Rwanda as the lead country in the region to this effect.

viii. Propelled Rwanda to emerge as a lead country in adapting to the use of improved stoves where by 80% of the rural Rwanda and 50% of the urban areas already use improved stoves.

Other Career Merits

i. Represented Sub-Sahara Africa Energy Ministers to give a talk to the G8 Energy Ministers meeting in Rome in May 2008 on Energy Challenges in Africa

ii. Sat on a number of Boards as a member or a Chair which includes a United Nations Global Alliance on ICT and Development (UN GADE);

iii. A co-chair of the International Steering Committee that is preparing a high level International conference on Energy, Water, and Food security Nexus for Green Economy that will take place in Bonn, Germany in November, 2011. This conference is partly preparing for the UN conference on Rio plus twenty that will take place in 2012.

iv. A member of the Policy advisory Committee of the Lighting Africa Project supported by the World Bank

v. A registered engineer by Engineers Registration Board of Tanzania

vi. Member of Institution of Engineers Tanzania

For more than a year now, Dr Butare has been advising the World Bank on a number of tasks including the coordination of certain key activities involving the Ministers of Energy in Africa and currently making progress on pushing certain regional projects in Eastern and Southern Africa through the Regional Economic Blocks (EAC, COMESA, CEPGL, NELSAP, etc.)
